Non-U.S. characters are converted to wrong characters in TeleMagic Internet Mail

TeleMagic Internet Mail used the character set US-ASCII, causing non-U.S. characters to be converted to incorrect characters. Support for non-U.S. characters has been added by changing the character set to ISO-8859-1. This was fixed with the TMMAIL.EXE included with the post 4.5.2 fixes.
